Pyro only scales with the pyromancy flame level, not your stats. You'll need at least 10 attunement to equip a spell though, unless you use a ring that gives an attunement slot. The pyromancy I use most often is power within, but for 'real' pyromancy (i.e. fire stuff) great combustion from quelana and black flame in the dlc are good.
